Todd Coulard is a Principal at Marque Ventures, where he invests in companies advancing national security, defense, and industrial technologies.​

A native New Yorker who grew up on Long Island, Todd joined the U.S. Navy in the wake of the September 11th attacks, driven by a desire to serve his country. He retired as a Master Chief after more than 20 years of service, spending the majority of his career within the Naval Special Operations community, where he led the testing, evaluation, and operational deployment of cutting-edge technologies in support of mission-critical operations. His experience spans multiple combat deployments and close collaboration with operators, engineers, and government stakeholders to accelerate the adoption of emerging capabilities.

Todd holds a master’s degree from Norwich University and completed the Stanford Ignite program at the Stanford Graduate School of Business. His military service includes multiple combat awards, including awards for valor.

His combination of operational leadership and venture investing provides a unique perspective on identifying and scaling technologies that strengthen U.S. national security. He is also deeply committed to giving back, with a passion for supporting veterans, strengthening local communities, and helping the next generation of leaders find opportunities to serve.
